Position Description:            Human Resources Officer – Lao citizen

Nature of work:                    Full-time

Job location:                         Lao Friends Hospital for Children, Luang Prabang

The Human Resources Officer guides and manages the overall provision of Human Resources services (local and foreigners), policies, and training & development programs for the Lao Friends Hospital for Children (LFHC). LFHC is a non-profit pediatric hospital run by the Friends Without a Border organization, offering free healthcare to the children of Laos.

Specific duties:

  • Maintains human resource staff by recruiting employees;
  • Be actively involved in recruitment by preparing job descriptions, posting ads and managing the hiring process;
  • Performance management and improvement systems;
  • Review employment and working conditions to ensure legal compliance;
  • Record and report of staff attendance (annual leave, sick leave, absence, national holiday, overtime);
  • Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.
  • Develop and monitor overall HR policies and procedures across the organization:
  • Employee relations;
  • Develop training and development programs;
  • Increase level of interpersonal trust among employees;
  • Confront problems instead of neglecting them;
  • Design and delivery of leadership development program;
  • Hospital employee and community communication;
  • Report to management and provide decision support through HR metrics;
  • Compensation and benefits administration;
  • Employee safety, welfare, wellness and health;
  • Coordination of coming and leaving volunteers
  • Translations Lao to English and English to Lao on request


1) Qualification in human resources or related field

2) Experience as administrator or other HR position

3) Be enthusiastic, motivated and driven

4) Be honest and trustworthy.

5) Be creative and flexible at work.

6) Excellent interpersonal skills

7) Be able to work both independently and as part of the multidisciplinary team

8) Excellent planning and reporting skills

9) Computer skill (Word and Excel)

10) Fluent in English
